Background
The informal sector in India, encompassing activities like scrap dealing and small-scale manufacturing, has deep historical roots. During the colonial era, traditional industries were disrupted, leading to the growth of informal economic activities. Post-independence, despite industrialization efforts, the informal sector persisted due to factors like limited access to capital, skills, and formal employment opportunities.
Government policies have historically focused on formalizing the economy, but the informal sector continues to provide livelihoods for a significant portion of the population. The lack of regulation and safety standards in this sector has often led to tragic incidents like the Pitampura fire, highlighting the need for better oversight and support for informal workers.
Latest Developments
Recent years have seen increased focus on formalizing the informal sector through initiatives like the Goods and Services Tax (GST) and schemes promoting financial inclusion. The Code on Social Security, 2020, aims to extend social security benefits to informal workers. However, challenges remain in effectively reaching and regulating this vast sector.
The COVID-19 pandemic further exposed the vulnerabilities of informal workers, leading to calls for stronger social safety nets and better enforcement of labor laws. Future trends are likely to involve greater use of technology for registration and monitoring of informal businesses, as well as increased emphasis on skill development and access to credit for informal workers.
