Appointed by the President of India on the recommendation of a committee consisting of the Prime Minister, the Leader of Opposition in the Lok Sabha, and a Union Cabinet Minister nominated by the Prime Minister.

The CIC heads the Central Information Commission, which consists of the CIC and not more than ten Information Commissioners.

The CIC has the power to receive and inquire into complaints from any person who has been unable to submit a request to a Central Public Information Officer (CPIO) or State Public Information Officer (SPIO).
