Smart Cities Mission

What is Smart Cities Mission?

The Smart Cities Mission is an urban renewal and retrofitting program launched by the Government of India with the objective to promote cities that provide core infrastructure, a clean and sustainable environment, and give a decent quality of life to their citizens through the application of 'Smart' solutions and technology.

Historical Background

Launched in June 2015, the mission was a response to rapid urbanization in India and the pressing need for planned, sustainable, and inclusive urban development. It aimed to transform 100 selected cities into 'Smart Cities' over five years, fostering economic growth and improving the quality of life of people by enabling local area development and harnessing technology.

Key Points

9 points
  • 1.

Core Infrastructure: Focuses on assured water supply, electricity supply, sanitation (including solid waste management), efficient urban mobility and public transport, affordable housing, robust IT connectivity and digitalization, good governance (especially e-governance and citizen participation), sustainable environment, safety and security of citizens, and health and education.

  • 2.

Smart Solutions: Application of information and communication technologies (ICT) to improve urban services and management (e.g., smart traffic management, smart grids, smart waste management, integrated command and control centers, e-governance platforms).

  • 3.

Area-Based Development (ABD): Emphasizes three models for development – Retrofitting (improving existing areas, ~500 acres), Redevelopment (replacing existing built-up area, ~50 acres), and Greenfield Development (developing new areas, ~250 acres).

  • 4.

Pan-City Initiatives: Application of smart solutions to the entire city, often through technology-based interventions like city-wide surveillance or smart metering.

  • 5.

Funding Mechanism: A Centrally Sponsored Scheme (CSS) with a 50:50 contribution from the Central and State governments/Urban Local Bodies (ULBs) for the initial phase.

  • 6.

Special Purpose Vehicle (SPV): Each Smart City is mandated to have an SPV, headed by a CEO, responsible for planning, appraising, approving, releasing funds, implementing, managing, operating, monitoring, and evaluating the Smart City development projects.

  • 7.

Citizen Participation: Actively involves citizens in the planning and implementation process through various digital and physical platforms to ensure projects meet local needs.

  • 8.

Sustainable Environment: Incorporates elements like green buildings, renewable energy, efficient waste management, and urban green spaces to enhance environmental quality.

  • 9.

Active Mobility: Promotes non-motorized transport infrastructure, pedestrian-friendly pathways, and cycling tracks to encourage healthier lifestyles and reduce congestion.
